Abstract  :

 

A new generation of communication and information infrastructure promises to enable more direct and shared access to widely distributed computing resources than was possible previously. These technical developments will not achieve their transformational potential, however, unless the institutional context in which they operate is supportive of collaborative research programs in science and technology. This report discusses the challenges that e-science currently faces, not from hardware and software engineering problems, but from the features of the existing legal and administrative regimes that cannot adequately accomodate the changing realities of scientific practice in the networked digital environment. The report also offers a response to these challenges by describing a general approach to create institutional infrastructures that are better equipped to meet opportunities for global research collaborations.
